Formatting Issues. Help?

Okay, I'm having trouble finding programs to get my AMV into the 48000 kHz, 29.97 fps, 720x480 screen size, mpeg2, etc.

I need some recommendations for programs that can convert to those settings. Thing is, I's prefer them to be for an iMac, since that's the computer my AMV is currently on, and I'd like the program to be... Not so expensive, as I'm tight on money right now.

Thanks in advance, help much appreciated.

When I did my vid in Final Cut Pro last year, I did my MPEG2 compression in Compressor...

...but it looked horrible so I ended up exporting it as uncompressed AVI, transferring it to my Windows machine, and doing it in TMPGEnc as the good lord intended.
