I have this idea of cosplaying the 2009 movie version of Astro Boy and want to create the glowing "blue core" effect like this;

Naturally, I want to use LEDs but looking for advice on how to go by it.
My immediate thought is to use something like this;

wrap blue cellophane around it and attach it under my shirt but I thought I'd ask people with more experience in LED effects for cosplay. What do you all suggest?

I have not personally used LEDs in a cosplay, but I am familiar with them. I would say that cellophane is not a great option because it will interfere with the light being emitted. I'd recommend that you look for an LED that emits blue light instead. I could potentially suggest more specifics, but before doing that, I'd want to know how handy you are with tools and electronics. But in case you're not comfortable sharing that, here's a product that functions similarly to what you found on Amazon but produces blue light.
